If you get a chance to go to Japan definitely check out Nippori Textile / Fabric District.
It would depend what time of year you head in to find the types of fabric that you would rather buy. We went in summer last time and found the most gorgeous dress fabrics and all pretty cheap up to 500 yen / meter ($6 AUS).
This year its a lot colder to obviously there are lots of knits and jacket material. The only problem with buying lots of thick material is getting it all home in your luggage. They always have really good kids themed material, quilt material and japanese fabrics though so I always stock up on those :)
Fabric Tomato is the 6 level building which you will probably find most of your goodies. However, there are a number of remnants, patterns, lace, japanese kimono type stores and more along the way.
